Purpose
The Economic Security Generalist 2 is responsible for the implementation and monitoring of the ICRC Economic security programmes and resources in Oromia under the close supervision and guidance of the Economic security Generalist 3. He should analyse the economic security situation of the affected population in the AoR; and design EcoSec interventions in consultation with Nekempte SD and field management, technical supervisor and EcoSec team in Nekempte. He/she implements and monitors the activities according to department/Sub delegation priority zone, objectives, agreed budget frame and plan of action (PoA), and reports on the progress of the programme as required.
Accountabilities & functional responsibilities
Situation/Problem Analysis and Needs Assessments
- Contributes to Multi-disciplinary needs assessments and conducts specific needs assessments in the area of responsibility (AoR) by using the standard Ecosec approach & internally established tools and procedures,
- Maintains up to date information on the economic security situation in his/her AoR and contributes to the analyses and compilation of the relevant data on the context concerning livelihoods, agriculture and markets, including also security, social, political and other aspects pertinent to the program implementation,
- Contributes to adequate communication and coordination with other assistance departments, including the protection department when required, in planning and conducting of needs assessments,
- Collects data using the household economy approach to identify economic security gaps and develop scenarios.
- Based on an analysis of EcoSec core components (food consumption/production, living conditions, income support and capacity-building), contribute to identification of appropriate response options and assesses whether cash or in-kind aid is more appropriate and feasible
- Contributes to market assessments, to analysing and interpreting data in order to select and design response options (Feasibility, methods, and delivery of cash transfer programming, transfer value, vulnerability and targeting)
- Contributes to mid-level qualitative and quantitative data analysis.
- Provides advisory inputs on the composition of the assessment team(s) and coordinates the action of assessment team in his AoR,
- Debriefs enumerators’ teams and compiles their feedback on the data collection exercises,
- Supports the team in applying participatory approach during field visits and interactions with communities and other stakeholders (NS, authorities, public and technical services, other humanitarian actors, etc.).
Qualifications & Requirements
Education
- High School diploma, technical education or university degree in a related field.
- Good command (spoken and written) of English and Afan Oromo.
Experience
- 3–5 years’ experience in a similar field of activity.
