Job Purpose

With the additional scope and volume of work to perform standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities, the Logistics Unit in the WFP Jijiga Area Office needs to be equipped with staffing capacity to ensure that all supply chain assurance and compliance matters are met according to the Standards and based on the newly approved organizational alignment. Accordingly, this position provides support functions and/or perform standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities according to supply chain assurance.

Key Accountabilities (not all-inclusive):

Under the direct supervision of the logistics officer and the overall supervision of Jijiga Area Office Head of Logistics, the logistics assistant (fuel management) will be responsible for the following duties.

  • Effectively contribute to the fuel management at Jijiga logistics hub in accordance with WFP regulations and fuel management SOP.
  • Conduct due diligence checks on all bulk fuels in tanks and fuel trucks, measure and report stock levels by tank dips and meter readings to the logistics Officer and ensure that all data for new tankers/pumps is registered on Fleet Management System by Country Office.
  • Compile daily, weekly, and monthly fuel balance sheets into the Fleet Management System and Fuel Vouchers System.
  • Check the functionality of all strainers, pumping and meter equipment and ensure safety procedures are followed in operating the fuel dispensing equipment.
  • Ensure fuel is issued only to authorized WFP assets in accordance with WFP regulations and document fuel transactions in proper files as required and upload all files in SharePoint.
  • Respond to a variety of technical queries/requests for support, using initiative and following standard processes, to ensure timely and accurate resolution of enquiries with excellent client service mind-set.
  • Collect and compile fuel related data, conduct analysis, produce reports as needed and ensure information accuracy in corporate systems to enable informed decision-making.
  • Perform any other assigned duties as required.

Qualifications & Requirements

Education

  • Completion of secondary school education. A post-secondary certificate in the related functional area. A university degree in business administration, economics, or related field is an added advantage

Experience

  • Five or more years of progressively responsible work experience in logistics and supply chain including fuel and fleet management with experience in general administrative work. Previous experience in emergencies is an advantage. Experience in Somali region is an added value.

Desirables

  • Experience in fleet management, transport planning, fuel management and data analysis.
  • Experience in measuring service providers’ performance against set KPIs.
  • Experience in providing technical business support in corporate systems.
  • Ability to meet deadlines and work under pressure as part of a team; good communication skills; advanced knowledge of logistics operations; Extensive knowledge of Microsoft Excel, Access, Word, PowerPoint and other related software.

Language

  • Fluency in both oral and written communication in English and in the duty station’s language, if different.
