Responsibilities

  • Provide technical assistance and guidance to IOM country offices (onsite or remotely) on health service delivery models for US GHSD funded projects, ensuring alignment with global standards and good practices related to health programming in emergencies, donor and IOM specific strategies/priorities.
  • In coordination with Regional Office (RO) and Country Offices (COs), coordinate, and facilitate the US GHSD and US Center for Disease Control and Prevention (CDC) project’s implementation in a timely manner, including supporting the monitoring of the technical, programming, and backstopping the financial and administrative aspects, in line with IOM’s policies and procedures, as well as donor requirements.
  • Surge deployments as needed and when possible, both to countries with emerging needs to support establishment of country operations including provision of guidance to field teams on areas of Risk Communication and Community Engagement (RCCE), Infection Prevention and Control (IPC), disease surveillance, etc.
  • Coordinate the development and review of mission reports (weekly, quarterly and final) including process, challenges and recommendations on specific mission objectives, and summary of main findings, lessons learned and recommendations, ensuring donor specific formats or protocols are followed.
  • Support the development and review of the tools and frameworks to ensure fit for purpose during an acute response; IOM Health, Border and Mobility Management and Point of Entry tools used and relevance to projects, Update tools and Standard Operating Procedures (SOPs) for Port of Entry (POE) activities; suggestion revisions es necessary.
  • Support the planning, implementation and finalization of Population Mobility Mapping (PMM) exercises at country and regional levels, as well as work with global colleagues, including Displacement Tracking Matrix, to ensure PMM continues to align with institutional guidance.
  • Work closely with monitoring and evaluation (M&E) or data focal points at RO and COs to improve the quality of all internal and external project data sources and reporting: Implement and maintain prescribed reporting systems to monitor and evaluate the objectives, indicators and outcomes of the country programs, standardization of Key Performance Indicators (KPIs).
  • Ensure, in coordination with the Communications Unit, full and regular visibility of project activities including through generations of success stories and human stories.
  • Contribute to production of proposals for new projects on health security at country and regional levels; identify gaps and new opportunities and substantively contribute to project development for health programmes in line with donor priorities, local and context priorities on health and mobility.
  • Undertake duty travels in support of the programme to evaluate program effectiveness, to develop improved methods; share findings with the program coordinator and provide technical recommendations to strengthen programme implementation.
  • Attend coordination meetings which are relevant to country activities and report key findings. Interface with donors, national government counterparts and relevant agencies as necessary.

Qualifications & Requirements

Education

  • Master’s degree in Public Health, Applied or Field Epidemiology, Health or Nursing Sciences or related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Minimum of five years of experience for Master’s degree (seven years for University degree holder) in humanitarian or public health emergency operations, including disease outbreak preparedness and response including field-based emergency needs assessments and operational planning, etc.;
  • Demonstrated experience in outbreak preparedness and response activities including supporting government surveillance systems, cross border surveillance, risk communication and community engagement, and infection prevention and control measures;
  • Experience with population mobility mapping methodology and tools;
  • Experience in developing, adapting and training on SOPs and simulation exercises related to outbreak preparedness and response;
  • Experience and expertise in Geographic Information Systems (GIS), including geo-referencing and the production of GIS database-related products and maps, using Esri ArcGIS is an added advantage;
  • Programmatic field experience in a humanitarian and/or public health emergency in the African region is required; and,
  • Knowledge of monitoring and evaluation, and excellent written communication skills (for example, through extensive experience in writing reports).

Skills

  • Working knowledge of public health surveillance and response at points of entry and in cross-border settings, including the use of health information management systems and alignment with internationally recognized public health standards;
  • Proven capacity and vision to develop and implement programmes in the area of migration and health;
  • Excellent communication, presentation and writing skills with strong computer literacy, especially advanced working knowledge of Microsoft Office;
  • Familiarity with project development, monitoring and evaluation is an advantage;
  • Demonstrated ability to write clear and concise progress reports, project documents and proposals;
  • Flexibility and creative thinking. High personal commitment. Efficiency and determination for results;
  • Ability to work effectively and harmoniously with colleagues and counterparts from varied cultures and professional backgrounds. Good interpersonal relationships are essential;
  • Knowledge of structures and functions of national and international health agencies and donors; and,
  • Familiarity with the health sector in the region and/or other similar resources-limited contexts is an advantage.

Languages

  • All IOM staff members in all categories are required to be fluent in one of the IOM’s official languages (English, French, Spanish).
  • For this position, fluency in English is required (oral and written).
  • Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.
  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
