Position Summary
The Regional Implementation Manager will provide overall leadership, coordination, and operational oversight for the implementation of HIS, digital health, and data-strengthening activities across assigned regions. The role will supervise and support Regional Health Information System (HIS) Advisors, ensure effective execution of regional workplans, and serve as the primary coordination point between regional teams, Regional Health Bureaus, and national project leadership. The Regional Implementation Manager will focus on translating national priorities into high-quality sub-national implementation, ensuring timely delivery, consistent technical quality, and a structured transition of ownership to government counterparts.
Primary Duties and Responsibilities
Regional Implementation Oversight
- Lead and coordinate implementation of HIS, digital health, and data use activities across assigned regions in alignment with national strategies and project priorities.
- Oversee development, execution, and monitoring of regional implementation plans, ensuring activities are delivered on time and at high technical quality.
- Ensure effective rollout, use, and institutionalization of systems such as DHIS2, eCHIS, Dagu (desktop and mobile), and other field-level digital health systems.
Supervision and Team Management
- Provide day-to-day supervision, mentorship, and performance management for Regional HIS Advisors.
- Support Regional HIS Advisors to plan, prioritize, and sequence technical assistance activities based on regional needs and capacity.
- Foster strong teamwork, accountability, and problem-solving within regional implementation teams.
Technical Coordination and Quality Assurance
- Ensure consistent application of national HIS standards, digital health guidelines, and data governance frameworks across regions.
- Monitor implementation of data quality reviews, validation processes, and corrective action plans, ensuring follow-through and resolution of identified issues.
- Identify systemic implementation challenges and escalate technical or operational risks to national leadership with proposed mitigation actions.
Stakeholder Engagement and Government Collaboration
- Serve as a primary point of coordination with Regional Health Bureaus and key regional stakeholders on implementation progress, challenges, and priorities.

Monitoring, Reporting, and Learning
- Track regional performance against workplans and indicators, and contribute to routine reporting, reviews, and learning processes.

Required Qualifications
- Master’s degree in health informatics, Information Systems, Public Health, Computer Science, or a related field.
- At least 12 years of progressive experience in HIS, digital health, or health systems strengthening, with a minimum of 5–7 years in a senior management or implementation leadership role.
- Demonstrated experience managing multi‑region or decentralized implementation teams in complex health system environments.
- Strong understanding of national health systems, HIS architectures, digital governance, and data use ecosystems.
- Proven ability to supervise and mentor technical teams delivering hands‑on sub‑national implementation support.
- Excellent leadership, coordination, and stakeholder engagement skills, particularly in government‑facing and decentralized settings.
- Demonstrated experience supporting transition of digital health system ownership to government institutions.
